With the world facing imminent and survival challenges never before seen in the
history of humanity, the 21st century appears to be more and more dependent on higher education to produce farsighted and visionary leaders and workforce for global preservation. To this end, higher education as a human organization was and still is intimately dependent on the foresight of the people associated with it. This talk will give a historical perspective of the global brain movement and its impact on higher education, especially the "modern form" of research universities, and a review of the transformation of such institutions in Asia Pacific in the 20th century and some challenges and opportunities in the 21st century.

Dr. Da Hsuan Feng is, since September 1, 2007, Senior Executive Vice
President of National Cheng Kung University in Taiwan. NCKU is one of the two comprehensive and large scale research intensive universities in Taiwan. He grew up in Singapore, and received his Ph.D. in theoretical physics from the University of Minnesota.

Before assuming his current position, he was M. Russell Wehr Distinguished Chair in physics of Drexel University, Vice President of Science Applications International Corporation (a Fortune 500 hightech company) and Vice President for Research and Economic
Development of the University of Texas at Dallas. As a scientist, his work
in physics, especially in nuclear physics, was highly recognized. In 1995, he became a Fellow of the American Physical Society. As an educator, he is known for his intensity and deep interest in multi-universities collaborations. As a world citizen, he is known to be deeply interested in cross- and multi-national issues. With profound and ubiquitous
interest in the interactions between academia and industry, he also serves
on many corporates' scientific advisory boards. In the past decade, he has been invited by various forums in different corners of the world to talk about educational issues in the 21st century.
